A four page policy brief showing where young people in Pakistan have the least access to education and work, and what federal and provincial governments, training authorities and statistical agencies can do about it. Almost three in ten young Pakistanis aged 15 to 24 are not in employment, education or training, including 45.4 per cent of young women. Drawing on the District Youth Opportunity Index, which covers all 136 districts, this brief shows where disadvantage is deepest, where the largest numbers of young people are affected, and how wide the gaps are within each province. It sets out five recommendations for government, training authorities and the Pakistan Bureau of Statistics, with indicators for measuring progress.
