Pakistan Youth Opportunity and Exclusion Report 2026

A district by district analysis of youth access to education and work in Pakistan. The report introduces the District Youth Opportunity Index covering all 136 districts and an Annual Youth Opportunity Monitor. Almost three in ten young Pakistanis aged 15 to 24 are not in employment, education or training, and 14.2 million cannot read and write. This report introduces the District Youth Opportunity Index, which ranks all 136 districts using Census 2023 data, and an Annual Youth Opportunity Monitor tracking national and provincial trends. It identifies where disadvantage is deepest, where the most young people are affected, and how progress should be measured.
